This module is an optional component in the 70K series Modular Measurement System (MMS). It is easiest to quote the Agilent website for an overview:

“The Agilent 70700A digitizer adds precision digitizing capability to the modular measurement system. This 1-slot module has many features you may expect to find in a 20-M sample/s, 10-bit programmable waveform recorder, plus a full set of oscilloscope features, powerful analysis functions, and memory size of 256K samples. Integrated into an Agilent 70000 modular spectrum analyzer, the digitizer module improves the system's ability to analyze signals in the time domain. The high sampling rate allows recovery of fast pulses, limited only by the bandwidth of the spectrum analyzer signal path. The digitizer module also functions as a self-contained instrument with data-acquisition and waveform analysis capabilities. This flexible module can be used as a precision digitizing oscilloscope, a transient analyzer, or a programmable waveform recorder. In multichannel applications, up to eight Agilent 70700A modules can be operated synchronously without loss in performance. The Agilent 70700A provides a powerful transient analysis feature called Random Event Capture (REC).

“The HP 70700A Digitizer is a 1/8 module, with a 20 MHz sampling rate, designed to work in an HP 70000 Series mainframe. It has both HP-IB and HP-MSIB communication capabilites. HP 70700A Digitizer configuration (addressing and cabling) varies depending on the application of the digitizer. The HP 70700A Digitizer can be used in the following applications:

Single-channel digitizer system, with only one HP 70700A
Multiple-channel digitizer system, with one HP 70700A Digitizer functioning as a master to other HP 70700A Digitizers
In an HP 70000 Series Modular Spectrum Analyzer system, configured as a slave to an HP 70900A(B) Local Oscillator
With an HP 70000 Series Modular Spectrum Analyzer system, configured as a separate digitizer instrument (In this application, the HP 70700A Digitizer is used to view the spectrum analyzer video output, and is not a slave of the spectrum analyzer.)

A digitizer system, with one of multiple HP 70700A Digitizers, provides waveform digitizing and analysis capabilities. Used in spectrum analyzer systems, the HP 70700A Digitizers provide enhanced zero-span video capture capabilities and faster swept seep-times.”
